The remarkable demand for the Encyclopaedia Britannica, at the bargain price now offered, compels us to set a final date for the present sale. That date will be December 24.

Recently we published a warning that our stock of these Handy Volume Sets was going very fast. Since then two of the five beautiful bindings have been sold out, and every day sees a further depletion of our stock.

Every effort will be made to fill orders received before December 24, though there is a question whether the stock on hand will last to that date. The Handy Volume Issue of the Britannica will never be reprinted. The sets now offered are all that we have left from a recent printing of some 50,000 sets.

To-day you still have your choice of three splendid bindings-maroon cloth, library buckram and full brown sheep. While these last they will be sold at half the price of the Cambridge Issue and in addition you will receive a handsome mahogany bookcase, the regular price of which is $20. The reason for our decision not to reprint the Handy Volume Issue is this: It has become impossible to maintain both issues of the Britannica in all their many styles of binding without raising the prices all round. And to raise prices would defeat the very object which the Handy Volume Issue was designed to achieve.

We therefore decided to standardize the Britannica on the basis of the Cambridge Issue. We will never reprint the Handy Volume Issue, and we will sell off the few sets of this Issue remaining in stock at the greatest price reduction it has ever been possible for us to make. These sets are the Twelfth and latest edition, and are completely up to date.

CIVIL SERVICE AND THE RIGHT TO FIRE

N article in The Outlook for Octo ber 3 entitled "Salvaging the Veterans' Bureau," by Stanley Frost, has just been brought to the attention of this Commission. The following appears in the article: "Inside his [the Director of the Veterans' Bureau's] organization, too, his power is strictly limited. Most employees, even the political placemen, are protected by Civil Service law, and he cannot discharge them unless their ineffi ciency becomes so gross that it can be proved in court."

The Commission does not wish a large number of intelligent readers to receive the erroneous impression that this statement must give.

There is nothing in any law, rule, or regulation that stands in the way of the dismissal, at the will of the head of the establishment, of an inefficient or otherwise undesirable employee of the Federal Civil Service: and the head of the establishment is the sole judge as to what constitutes inefficiency or other undesirable qual ity. Indifference on the part of administrative officers, personal friendships within the Service, pressure from outside, sometimes do stand in the way. Where the inefficient are retained the fault is not to be found in the law, but is chargeable to interfer ence with the operation of the spirit and letter of the laws enacted for the betterment of the Civil Service.

The removal law for the .classified Civil Service provides that the person whose removal is sought "shall have notice of the same and of any charges preferred against him, and be furnished with a copy thereof, and also be allowed a reasonable time for per sonally answering the same in writ ing; and affidavits in support thereof; but no examination of witnesses nor any trial or hearing shall be required except in the discretion of the officer making the removal." The whole procedure must be made a part of the records of the department or office concerned.

Having complied with the provision of the law that the accused shall have a statement in writing of the reasons for the proposed removal, and having received the statement of the accused, the officer who seeks to make the re moval of an inefficient employee may end the matter then and there. He is not called upon to prove his case to He is accuser, judge, and jury. The only cases in which his action may authoritatively be ques tioned are those in which it is charged with offer of proof that the removal is for religious or political reasons;
