WEST AFRICAN CURRENCY BOARD. The West African Currency Board was appointed by the Secretary of State for the Colonies in November, 1912, on the recommendation of the West African Currency Committee of 1911-1912, to provide for and to control the supply of currency to the British West African Colonies and Protectorates. The Board is represented in West Africa by Currency Officers at Lagos, Accra, Freetown, and Bathurst, who supervise and control the work performed for the Board by the branches of the Bank of British West Africa Ltd., which acts as the Board's Agent. The present Currency Officers are the Treasurers of Nigeria, the Gold Coast, and Sierra Leone, and the Receiver-General of the Gambia. The first Chairman of the Board was Sir G. V. In 1920, the Secretary of State for the Colonies appointed an East African Currency Board to provide for and to control the supply of currency to the East Africa Protectorate, the Uganda Protectorate, and any other dependencies in East Africa which may be added by the Secretary of State, to ensure that the currency is maintained in satisfactory condition, and generally to watch over the interests of these Dependencies so far as currency is concerned. The Objects of the Institute are defined by its Charter of Incorporation, which bears date the 26th September, 1882. "It aims to promote the preservation of a permanent union between the Mother Country and the various parts of the Empire. It provides a place of meeting for British subjects connected with the Dominions, the Colonies, and India; for residents in this country who are in sympathy with the objects of the Institute, and wish to promote the interests of the Empire beyond the seas; for British subjects and persons of direct British parentage resident in foreign countries. It provides a Library containing the best unofficial collection in existence of publications relating to the Empire; a comprehensive Law Library; and Reading, Smoking, and Reception Rooms. It publishes a Monthly Journal, and offers opportunities for the reading of Papers and for holding discussions upon subjects of Imperial interest, and it undertakes literary, commercial, and statistical inquiries in connection with the Empire. Nothing in the Papers or discussions is permitted tending to give the Institute a party character." (Rule 1.) The Institute consists of resident and non-resident fellows (who must be British subjects), elected by the Council on the nomination of two fellows, one of whom at least must sign on personal knowledge, and associates, who must also be British subjects, and of either sex, but for the present the associateship is restricted as regards men associates to the United Kingdom, elected by the Council on the nomination of one fellow or one associate. Ladies may now become fellows. A resident fellow (who has a permanent home in the United Kingdom) pays an entrance fee of 31. 38, and an annual subscription of 3. 38.; or if residing over 50 miles from London pays an entrance fee of 11. 18. and an annual subscription of 2. 2s.; a non-resident fellow (who has his permanent home outside the United Kingdom) pays an entrance fee of 17.1s. (which is increased to 31. 3s. when taking up permanent residence in the United Kingdom) except after fifteen year's membership, and an annual subscription of 17. 11s. 6d. (which is increased to 31. 38. when in the United Kingdom for more than twelve months). Associates pay an annual subscription of 1. 11s. 6d. Resident fellows can compound for the annual subscription by the payment of 317. 10s., or after five annual subscriptions on payment of 281. 7s. ; and non-resident fellows can compound for the non-resident annual subscription on payment of 15. 15s., or after the payment of fifteen or more annual subscriptions on the payment of 11. 118. An additional class of members who, not being British subjects, cannot be fellows, but known as affiliated members, includes such subjects of Foreign Powers only as are either British born or children of British parents on both sides. They are nominated and elected in the same manner as non-resident fellows, and pay the same fees, i.e., entrance fee 17. 1s. and subscription 17. 11s. 6d., or may compound for life at 15l. 158. The privileges of fellows, whose subscriptions are not in arrear, include the use of rooms, papers, and library. All fellows, whether residing in England or the Colonies, have a copy of the monthly journal, entitled United Empire, forwarded to them. To be present at the evening meetings, and to introduce one visitor. To be present at the annual reception, and to introduce a lady. Affiliated members have the same privileges as associates, and in addition the use of the Institute building. Associates are entitled to receive a copy of the monthly journal of the Institute, to attend any meeting held for the reading of papers or any annual provincial conference of the Institute, and to attend the annual reception. The Institute occupies its own house, which is open onweek-days from 9.30a.m. to 8 p.m., and comprises luncheon, reading, writing, reception, billiard and smoking rooms, also a ladies' drawing room; a library containing over 150,000 volumes (including pamphlets), all of which relate to the Over-seas Dominions, Colonies and India. The newspaper room contains over 800 newspapers, magazines and reviews from all quarters of the Empire. Books may be borrowed, the correspondence of fellows may be addressed to the care of the Institute, and visitors, introduced by a fellow, are admitted. The annual meeting is held not later than the month of May; ordinary meetings are held at 8.30. p.m. on the second Tuesday (as a general rule) of the months from November to June, as well as occasional afternoon meetings, for the reading and discussion of papers.
